Janet Finch-Saunders MS has scrutinised the First Minister regarding investment in renewable energy.
The Member of the Welsh Parliament for Aberconwy questioned Mark Drakeford regarding funding discrepancies between marine policy evidence and energy funding in the Welsh Government’s draft 2023/24 budget.
The Member highlighted that clear guidelines, evidence and investment are needed in order to create a sustainable framework for marine development, as set out in her proposal for a Welsh Marine Development Plan.
Speaking in the Senedd, Janet said:
“Development plans are the backbone of planning on land, so I see no reason why we should not have the same detailed approach out at sea.
“This is a point I have spoken about for several years, and I was proud to see a majority in the Welsh Parliament back my legislative proposal to create a National Marine Development Plan for Wales.
“Whilst the proposal is backed by RSPB Cymru, the Welsh Government has yet to proceed.
“However, turning to the 23/24 budget, as Wales Environment Link have highlighted, it’s concerning to see the contrast between the budget lines of ‘Marine Policy, Evidence and Funding’ which is around £1.9m, and ‘Marine energy’, set at £7m.
“If they are to follow through with their plans to accelerate offshore renewable deployments, then the Welsh Government must explain the £5.1m gap between both funds, and deliver the National Marine Development Plan I have been calling for”.

Nododd yr Aelod fod angen canllawiau, tystiolaeth a buddsoddiad clir er mwyn creu fframwaith cynaliadwy ar gyfer datblygu morol, fel y nodir yn ei chynnig am Gynllun Datblygu Morol Cymru.
Wrth siarad yn y Senedd, dywedodd Janet:
“Cynlluniau datblygu yw asgwrn cefn cynllunio ar y tir, felly wela i ddim unrhyw reswm pam na ddylen ni gael yr un manylder allan ar y môr.
“Dwi wedi codi'r mater hwn ers sawl blwyddyn, ac roeddwn i'n falch o weld mwyafrif yn Senedd Cymru yn cefnogi fy nghynnig deddfwriaethol i greu Cynllun Datblygu Morol Cenedlaethol i Gymru.
“Er bod RSPB Cymru yn cefnogi'r cynnig, nid yw Llywodraeth Cymru wedi bwrw ymlaen â'r mater eto.
“Fodd bynnag, gan droi at gyllideb 23/24, fel y mae Cyswllt Amgylchedd Cymru wedi dangos, mae'n destun pryder gweld y gwahaniaeth rhwng llinellau cyllideb 'Polisi, Tystiolaeth a Chyllid Morol' sydd o gwmpas £1.9m, ac 'ynni morol', sydd wedi'i osod ar £7m.
“Os ydyn nhw am fwrw ymlaen â'u cynlluniau i gyflymu ynni adnewyddadwy ar y môr, yna mae'n rhaid i Lywodraeth Cymru esbonio'r bwlch o £5.1m rhwng y ddwy gronfa, a chyflawni'r Cynllun Datblygu Morol Cenedlaethol yr wyf wedi bod yn galw amdano”.
