Following the announcement by Mark Drakeford MS, First Minister, and Adam Price MS, Leader of Plaid Cymru, that they are pursuing new planning laws, a statutory licensing scheme and proposals to change land transaction tax, Janet Finch-Saunders MS, Shadow Minister for Climate Change, has spoken out against the schemes, describing them as policies that will fail to achieve the aim of enabling people the opportunity to afford to live in their community.
Commenting on the announcement, Janet said:
“Adam Price speaks of his which to give everyone ‘yr hawl i fyw adra’– the ability to live and work in the communities in which they grew up. Well, his so-called radical programme with Mark Drakeford is a complete failure.
“To put it short – this Welsh Labour and Plaid Cymru plan is not going to, as the First Minister claims, ensure everyone has the opportunity to afford to live in their local community.
“It’s not a cap on the number of second homes and holiday lets, new planning use classes, statutory licencing scheme, nor varying land transaction tax, that is going to address the housing crisis. They are simply more bureaucracy for the sake of providing a false façade that action is being taken to provide homes for locals.
“If the Welsh Government and Plaid Cymru genuinely wish to tackle the housing crisis they should pursue my policies:
- Addressing affordability by building more homes, with an emphasis on generating mixed communities and developing on the edge of crisis communities;
- Removing the block on as many as 10,000 new homes (including 1,700 affordable) due to NRW guidance on phosphorus;
- Working with our local authorities to better promote the Empty Home Loan;
- Reviewing what steps can be taken to convert empty space above retail units into affordable, centrally located housing;
- Amending TAN 6 to allow for children of farmers who live at home but work elsewhere to more easily gain planning permission to build homes on family land;
- And restoring the Right-to-Buy in Wales: building housing for locals on the edge of communities and reinvesting sale proceeds into more social housing and protecting homes from sale for 10 years”.

“Mae Adam Price yn siarad am ei ddymuniad i roi’r ‘hawl i fyw adra’ i bawb – y gallu i fyw a gweithio yn y cymunedau lle cawsant eu magu. Wel, mae ei raglen radical honedig gyda Mark Drakeford yn fethiant llwyr.
“Yn y bôn – nid yw cynllun Llafur Cymru a Phlaid Cymru yn mynd i sicrhau bod gan bawb y cyfle i fforddio byw yn eu cymuned leol, fel mae’r Prif Weinidog yn ei honni.
“Nid nenfwd ar nifer yr ail gartrefi a’r tai gosod gwyliau, dosbarthiadau defnydd cynllunio newydd, cynllun trwyddedu statudol, na threth trafodiadau tir amrywiol, sy’n mynd i ddatrys yr argyfwng tai. Y cwbl yw’r rhain yw mwy o fiwrocratiaeth dim ond er mwyn rhoi rhyw gamargraff bod camau’n cael eu cymryd i ddarparu cartrefi i bobl leol.
“Os yw Llywodraeth Cymru a Phlaid Cymru am fynd i’r afael â’r argyfwng tai mewn gwirionedd dylent fabwysiadu fy mholisïau i:
- Mynd i’r afael â fforddiadwyedd drwy adeiladu mwy o gartrefi, gyda phwyslais ar greu cymunedau cymysg a datblygu ar gyrion cymunedau mewn argyfwng;
- Cael gwared ar y rhwystr ar gymaint â 10,000 o gartrefi newydd (gan gynnwys 1,700 o rai fforddiadwy) yn sgil canllawiau Cyfoeth Naturiol Cymru ar ffosfforws;
- Gweithio gyda’n hawdurdodau lleol i hyrwyddo’r Benthyciad Tai Gwag yn well;
- Adolygu pa gamau y gellir eu cymryd i droi gofod gwag uwchben unedau manwerthu’n dai fforddiadwy mewn lleoliadau canolog;
- Diwygio TAN 6 i ganiatáu i blant ffermwyr sy’n byw gartref ond yn gweithio yn rhywle arall gael caniatâd cynllunio yn haws i adeiladu cartrefi ar dir y teulu;
- Ac adfer Hawl i Brynu yng Nghymru: adeiladu tai ar gyfer pobl leol ar gyrion cymunedau ac ail-fuddsoddi derbyniadau gwerthiannau mewn mwy o dai cymdeithasol a diogelu cartrefi rhag eu gwerthu am 10 mlynedd.”
