Janet Finch-Saunders, Member of the Welsh Parliament for Aberconwy, has written a three-page letter to Lee Waters MS, Deputy Minister for Climate Change, highlighting what she regards as two broken promises in relation to the A470 between Glan Conwy and Betws y Coed, and evidence of a poor level of communication with the North Wales Transport Commission.
On 8 July 2021 the Deputy Minister wrote to Janet stating: “In the next financial year 2022/23, we will be undertaking a WelTAG stage 1 appraisal of the route from Glan Conwy to Betws Y Coed”. The WelTAG stage 1 appraisal has not taken place.
On 22 April 2022 the Deputy Minister wrote to Janet stating: “The section of the A470 between Glan Conwy and Betws Y Coed will fall under this commission”. On 8 March 2023, Lea Beckerleg, North Wales Transport Commission, wrote to Janet stating: “The Commission is not considering specific road schemes across the region as a rule – whether they were included in the Roads Review or not. The exception is the Menai crossings, which the Deputy Minister for Climate Change has asked to be considered separately… I can’t be sure why a letter has mentioned a specific scheme in this way, but that is not correct”.
Commenting after issuing her letter, Janet said:
“As it stands, residents of Aberconwy and I have no idea whether the trunk road between Glan Conwy and Betws y Coed is being reviewed by the Welsh Government. This is a consequence of what seems to be two broken promises by the Deputy Minister, and a poor level of communication between him and the Transport Commission.
“The Deputy Minister is failing to manage the trunk roads in Aberconwy effectively.
“What seems to be happening is that serious concerns are being raised, then being followed by promises for appraisals which are not followed through.
“Every day there is delay and inaction by the Deputy Minister on the A470 between Glan Conwy and Betws y Coed, is another missed opportunity to improve a vital section of the main road linking north and south Wales.
“Together, the upset caused by the Welsh roads review, and the shambles I have unearthed in relation to the A470, can be considered a trunk road management car crash. I hope that the Deputy Minister will send in the recovery team and sort out the issues raised urgently”.

Nid yw'r arfarniad Arweiniad ar Arfarnu Trafnidiaeth Cymru Cam 1 wedi’i gynnal.
Ar 22 Ebrill 2022 ysgrifennodd y Dirprwy Weinidog at Janet gan ddatgan: "Bydd y rhan o'r A470 rhwng Glan Conwy a Betws-y-coed yn dod o dan y comisiwn hwn". Ar 8 Mawrth 2023, ysgrifennodd Lea Beckerleg, Comisiwn Trafnidiaeth Gogledd Cymru, at Janet yn datgan: "Nid yw'r Comisiwn yn ystyried cynlluniau ffyrdd penodol ar draws y rhanbarth fel rheol – waeth a gawsant eu cynnwys yn yr Adolygiad o Ffyrdd ai peidio. Yr eithriad yw pontydd afon Menai, y mae'r Dirprwy Weinidog Newid Hinsawdd wedi gofyn iddyn nhw gael eu hystyried ar wahân... Ni allaf fod yn siŵr pam fod llythyr wedi crybwyll cynllun penodol fel hyn, ond dyw hynny ddim yn gywir".
Ar ôl cyhoeddi ei llythyr, dywedodd Janet:
"Fel y mae pethau, does gan drigolion Aberconwy a minnau ddim syniad a yw'r gefnffordd rhwng Glan Conwy a Betws-y-coed yn cael ei hadolygu gan Lywodraeth Cymru. Mae hyn o ganlyniad i'r hyn sy'n ymddangos fel dau addewid a dorrwyd gan y Dirprwy Weinidog, a lefel wael o gyfathrebu rhyngddo ef a'r Comisiwn Trafnidiaeth.
"Mae'r Dirprwy Weinidog yn methu â rheoli'r cefnffyrdd yn Aberconwy yn effeithiol.
"Yr hyn sydd fel petai’n digwydd yw bod pryderon difrifol yn cael eu rhannu, gyda’r rheiny’n cael eu dilyn gan addewidion am arfarniadau nad ydyn nhw’n digwydd.
"Mae oedi a diffyg gweithredu dyddiol y Dirprwy Weinidog ar yr A470 rhwng Glan Conwy a Betws-y-coed yn un cyfle arall sy’n cael ei golli i wella adran hanfodol o'r brif ffordd sy'n cysylltu gogledd a de Cymru.
"Gyda'i gilydd, gellir ystyried y gofid a achoswyd gan adolygiad ffyrdd Cymru, a'r blerwch llwyr rydw i wedi’i ddatgelu mewn perthynas â'r A470, yn smonach lwyr o ran rheoli cefnffyrdd. Gobeithio y bydd y Dirprwy Weinidog yn galw ar y tîm achub brys ac yn rhoi trefn ar y materion a godwyd yn ddi-oed".
