Janet Finch-Saunders Aberconwy MS/AS Shadow Minister for Climate Change Welcomes the Climate Change, Environment and Infrastructure Committee report on marine policy but emphasises that greater effort needs to be made by the Welsh Government on committing to a frame work that fulfils the nation’s commitment to Climate Change in Wales.
During her plenary contribution in the Senedd on the 18th of May 2022, Janet said.
“Welsh Government has committed to a report on the effectiveness of the Welsh National Marine Plan. However, the Marine Conservation Society are quite right in highlighting that a review needs to consider the need for a statutory, spatial and holistic Marine Development Plan.
“I fail to understand why the Minister for Climate Change is happy to pursue ‘Strategic Resource Areas’ but is not willing to create a detailed marine development plan”.
Janet has been calling for an effective marine action plan that utilises our seas whilst also ensuring that climate policy adequately reflects the current crisis being felt across the World and by nature. RSPB Cymru have recently highlighted the lack of ‘development control policies’, which mean that existing plans “don’t embed strategic forward planning or seek to proactively address’ current issues”.
Commenting further, Janet said.
“Wales has deep blue seas which native creatures enjoy and a visitors adore and it’s vital that we see policy introduced to protect these areas for future generations. The Welsh Government have continuously failed to meet the expectations of voters and climate and if this continues, could place Wales in a very precarious situation.”

Mae Janet Finch-Saunders, AS Aberconwy a Gweinidog Newid Hinsawdd yr Wrthblaid, yn croesawu adroddiad y Pwyllgor Newid Hinsawdd, Amgylchedd a Seilwaith ar bolisi morol, ond mae’n pwysleisio bod angen i Lywodraeth Cymru wneud mwy o ymdrech i ymrwymo i fframwaith sy’n cyflawni ymrwymiad y genedl i Newid Hinsawdd yng Nghymru.
Yn ystod ei chyfraniad yng nghyfarfod llawn y Senedd ar 18 Mai 2022, dywedodd Janet:
“Mae Llywodraeth Cymru wedi ymrwymo i adrodd ar effeithiolrwydd Cynllun Morol Cenedlaethol Cymru. Fodd bynnag, mae’r Gymdeithas Cadwraeth Forol yn gywir iawn yn pwysleisio bod angen i adolygiad ystyried yr angen am Gynllun Datblygu Morol gofodol a chyfannol statudol.
“Ni allaf ddeall pam mae’r Gweinidog Newid Hinsawdd yn hapus i fynd ar drywydd ‘Ardaloedd Adnoddau Strategol’ ond nad yw’n barod i greu cynllun datblygu morol manwl.”
Mae Janet wedi bod yn galw am gynllun gweithredu morol effeithiol sy’n defnyddio ein moroedd tra’n sicrhau ar yr un pryd bod polisi hinsawdd yn adlewyrchu’n ddigonol yr argyfwng presennol sy’n cael ei deimlo ledled y byd a chan fyd natur. Yn ddiweddar, mae RSPB Cymru wedi tynnu sylw at ddiffyg ‘polisïau rheoli datblygu’, sy’n golygu nad yw’r cynlluniau presennol yn ymgorffori blaengynllunio strategol nac yn ceisio mynd i’r afael yn rhagweithiol â materion cyfredol.
Aeth Janet yn ei blaen i ddatgan:
“Mae gan Gymru foroedd glas dwfn sy’n denu creaduriaid brodorol ac ymwelwyr fel ei gilydd, ac mae’n hanfodol cyflwyno polisi i ddiogelu’r ardaloedd hyn ar gyfer cenedlaethau’r dyfodol. Mae Llywodraeth Cymru wedi methu’n barhaus â bodloni disgwyliadau pleidleiswyr a’r hinsawdd ac os bydd hyn yn parhau, gallai Cymru fod mewn sefyllfa ansicr iawn.”
