This month, in relation to the Regulations, Welsh Labour and Plaid Cymru have announced that:
- The implementation of the 170kg/ha annual holding nitrogen limit is being moved from 1 January 2023 to April 2023;
- They will consult this autumn on a licensing scheme whereby any farm business can apply for a licence for a higher annual holding nitrogen limit of 250kg/ha subject to crop need and other legal considerations (to be operational until 2025);
- They will undertake a further Regulatory Impact Assessment;
- And provide up to £20m extra funding.
Having long campaigned against the Regulations, and representing a constituency renowned for its agricultural sector, Janet said:
“It remains the case that farmers in areas with no recorded incidents of agricultural pollution are being penalised by Welsh Labour and Plaid Cymru.
“£20m is merely a drop of slurry in a large lagoon. As I have stated on several occasions, the regulatory impact assessment estimates that the upfront capital costs could run to £360million!
“At a time when Jeremy Clarkson and Gareth Wyn Jones are speaking so eloquently on behalf of farmers and calling for ‘mountains of regulations which seek to micromanage every acre’ to be slashed, Plaid Cymru and Welsh Labour are doing the exact opposite. The last thing agricultural businesses in Aberconwy need is more paperwork in the form of a licencing scheme.
“Rather than a three-month delay, what my constituents in Aberconwy are telling me is that the Regulations should be scrapped. A voluntary approach needs to be given a chance”.

Mae Janet Finch-Saunders, Aelod o’r Senedd dros Aberconwy, wedi beirniadu Llywodraeth gydweithio Llafur Cymru a Phlaid Cymru am fynnu dal ati gyda Rheoliadau Adnoddau Dŵr (Rheoli Llygredd Amaethyddol) (Cymru) 2021.
Y mis hwn, mewn perthynas â’r Rheoliadau, mae Llafur Cymru a Phlaid Cymru wedi cyhoeddi:
- Bod gweithrediad y terfyn dal nitrogen 170kg/ha blynyddol yn cael ei symud o 1 Ionawr 2023 i Ebrill 2023;
- Y byddant yn ymgynghori’r hydref hwn ar gynllun trwyddedu lle gall unrhyw fusnes fferm wneud cais am drwydded am derfyn dal nitrogen blynyddol uwch o 250kg/ ha yn amodol ar anghenion y cnwd ac ystyriaethau cyfreithiol eraill (i fod ar waith hyd 2025);
- Y byddant yn cynnal Asesiad Effaith Rheoleiddiol pellach;
- Ac yn darparu hyd at £20 miliwn o gyllid ychwanegol.
Ar ôl ymgyrchu ers tro byd yn erbyn y Rheoliadau, a chynrychioli etholaeth sy’n enwog am ei sector amgylcheddol, dywedodd Janet:
“Mae ffermwyr mewn ardaloedd heb achosion o lygredd amgylcheddol wedi’u cofnodi yn cael eu cosbi gan Lafur Cymru a Phlaid Cymru.
“Dim ond arian mân mewn pwrs mawr yw £20 miliwn. Fel rydw i wedi’i ddatgan sawl tro, mae’r asesiad effaith rheoleiddiol yn amcangyfrif y gallai’r costau cyfalaf y bydd angen eu talu gyrraedd £360 miliwn!”
“Ar adeg pan fo Jeremy Clarkson a Gareth Wyn Jones yn siarad mor huawdl ar ran ffermwyr ac yn galw ar ‘fynyddoedd o reoliadau sy’n ceisio microreoli pob erw’ i gael eu diddymu, mae Plaid Cymru a Llafur Cymru yn mynd yn gwbl groes i hyn. Y peth olaf sydd ei angen ar fusnesau amaethyddol yn Aberconwy yw mwy o waith papur ar ffurf cynllun trwyddedu.
“Yn hytrach nag oedi am dri mis, yr hyn y mae fy etholwyr yn Aberconwy yn ei ddweud wrthyf yw y dylid cael gwared ar y Rheoliadau. Mae angen rhoi cyfle i ddull gwirfoddol.”
