Janet Finch-Saunders MS has slammed the Welsh Government’s failure to discuss the crisis in unsafe buildings owned by Betsi Cadwaladr University Health Board in Llanfairfechan.
The Bryn y Neuadd Hospital in Llanfairfechan has a backlog of £27.7 million, and 70% of occupied floor area recorded as “not functionally suitable”.
The Member of the Welsh Parliament for Aberconwy expressed her shock that the Minister for Health has not even discussed the issue with Health Board officials. The disclosure comes as Janet Finch-Saunders MS asked Eluned Morgan MS: “What discussions has the Minister had with Betsi Cadwaladr University Health Board about the safety of the buildings at Bryn y Neuadd Hospital, Llanfairfechan?”. The Minister responded stating:
“I have not had any discussions with the Health Board about the safety of the buildings at Bryn y Neuadd Hospital. Betsi Cadwaladr University Health Board is responsible for the condition of its own estate. It can submit business cases to Welsh Government for capital funding for its assessed priorities which have to be considered against the backdrop of significant capital pressures across NHS Wales.”
Commenting on her the infrastructure crisis at Bryn y Neuadd Hospital, Janet said:
“It’s unbelievable that the Minister for Health has failed to meet with Betsi Cadwaladr officials to discuss the state of the Bryn y Neuadd Hospital.
“This is a very serious crisis affecting the whole of North Wales, and the Welsh Government is seemingly washing its hands of all responsibility, despite the hospital providing care so some of the most vulnerable residents.
“At a time when the hospital has a backlog of £27.7 million, and 70% of occupied floor area recorded as “not functionally suitable”, it is clear that the Minister should be stepping in to hold the Health Board to account for what can only be described as extremely poor management of a key part of the NHS infrastructure in Wales”.
Mae Janet Finch-Saunders AS wedi beirniadu methiant Llywodraeth Cymru i drafod yr argyfwng mewn adeiladau anniogel sy'n eiddo i Fwrdd Iechyd Prifysgol Betsi Cadwaladr yn Llanfairfechan.
Mae gan Ysbyty Bryn y Neuadd, Llanfairfechan ôl-groniad o £27.7 miliwn, ac mae 70% o’r arwyneb llawr a ddefnyddir yn anaddas i’w ddefnyddio.
Mynegodd yr Aelod o’r Senedd dros Aberconwy ei sioc nad yw'r Gweinidog Iechyd hyd yn oed wedi trafod y mater gyda swyddogion y Bwrdd Iechyd. Daw'r datgeliad ar ôl i Janet Finch-Saunders AS ofyn i Eluned Morgan AS: "Pa drafodaethau mae'r Gweinidog wedi eu cynnal gyda Bwrdd Iechyd Prifysgol Betsi Cadwaladr am ddiogelwch yr adeiladau yn Ysbyty Bryn y Neuadd, Llanfairfechan?". Ymatebodd y Gweinidog gan ddatgan:
"Dydw i ddim wedi cael unrhyw drafodaethau gyda'r Bwrdd Iechyd ynglŷn â diogelwch yr adeiladau yn Ysbyty Bryn y Neuadd. Mae Bwrdd Iechyd Prifysgol Betsi Cadwaladr yn gyfrifol am gyflwr ei ystâd ei hun. Gall gyflwyno achosion busnes i Lywodraeth Cymru am gyllid cyfalaf ar gyfer ei flaenoriaethau a asesir ac mae'n rhaid eu hystyried yng nghyd-destun pwysau cyfalaf sylweddol ledled GIG Cymru."
Wrth sôn am yr argyfwng yn Ysbyty Bryn y Neuadd, dywedodd Janet:
"Mae'n anghredadwy bod y Gweinidog Iechyd wedi methu â chwrdd â swyddogion Betsi Cadwaladr i drafod cyflwr Ysbyty Bryn y Neuadd.
"Mae hwn yn argyfwng difrifol iawn sy'n effeithio ar y Gogledd i gyd, ac mae Llywodraeth Cymru, yn ôl pob golwg, yn golchi eu dwylo o’r holl gyfrifoldeb, er bod yr ysbyty yn darparu gofal i rai o'r preswylwyr mwyaf bregus.
"Ar adeg pan fo gan yr ysbyty ôl-groniad o £27.7 miliwn, a bod 70% o’r arwyneb llawr a ddefnyddir yn anaddas, mae'n amlwg y dylai'r Gweinidog gamu i’r adwy i ddwyn y Bwrdd Iechyd i gyfrif am yr hyn y gellir ond ei ddisgrifio fel rheolaeth hynod wael o ran allweddol o seilwaith y GIG yng Nghymru".
