Janet Finch-Saunders, Member of the Welsh Parliament for Aberconwy, has called on the Welsh Government and Betsi Cadwaladr University Health Board (BCUHB) to publish the Ernst and Young report into the fact that £122m was not properly accounted for by BCUHB.
A copy of the report has been leaked, leading to accounts of its content, such as that:
- Finance officials at the Health Board deliberately made incorrect entries into their own accounts;
- Incorrect accounting entries were knowingly made to use up some of the budget not spent in 2021-22, for items "related to post year-end expenditure or services, or on items which "should not have been validly recognised" as expenses that year;
- "There have been systematic cultural failings in the finance team and leadership at Betsi Cadwaladr University Health Board which will require a programme of change";
- Items of medical equipment such as wheelchairs and pumps for intravenous drips were ordered and included in the 2021-22 accounts, even though they did not arrive until well into the following financial year;
- "Betsi Cadwaladr University Health Board recognised £1.8m of costs associated with a contractor in the 2021-22 financial year, despite these services relating to the following financial year and beyond."
Commenting on the Health Board’s financial crisis, Janet said:
“Neither residents nor elected representatives should have to look for leaked copies of reports into the operation of a frontline service that we, the taxpayers of Wales, fund.
“There needs to be complete transparency. Hearing dribs and drabs is not acceptable.
“The Health Board will never succeed in gaining public confidence if it is not open about the challenges it faces”.

- Offer meddygol fel cadeiriau olwyn a phympiau ar gyfer diferion mewnwythiennol wedi’u harchebu a’u cynnwys yng nghyfrifon 2021/22, er na wnaethon nhw gyrraedd tan ymhell i’r flwyddyn ariannol ganlynol;
- Bwrdd Iechyd Prifysgol Betsi Cadwaladr yn cydnabod £1.8m o gostau yn gysylltiedig â chontractwr ym mlwyddyn ariannol 2021-22, er gwaetha’r ffaith fod y gwasanaethau dan sylw yn ymwneud â’r flwyddyn ariannol ganlynol ac wedi hynny.
Wrth gyfeirio at gyhoeddiad y Gweinidog Iechyd, dywedodd Janet:
“Ni ddylai trigolion na chynrychiolwyr etholedig orfod chwilio am gopïau sy’n cael eu datgelu o adroddiadau sy’n ymwneud â gweithrediad gwasanaeth rheng flaen sy’n cael ei ariannu gennym ni, drethdalwyr Cymru.
“Mae angen tryloywder llwyr. Nid yw clywed manylion fan hyn fan draw yn dderbyniol.
“Ni fydd y Bwrdd Iechyd byth yn llwyddo i sicrhau hyder y cyhoedd os nad yw’n agored am yr heriau y mae’n eu hwynebu”
