A public consultation has been launched by Conwy County Borough Council (C.C.B.C.) on the Proposed Dog Control Public Spaces Protection Order (PSPO) 2023. The current Dog Control Order is in place until October 2023, and CCBC proposes that this new draft Order comes into force in its place.
Whilst the existing 2020 order remains unchanged, three new areas have been added for 2023, one of which is an all year round dog exclusion restriction to the entire length of Colwyn Bay beach from Porth Eirias to Rhos Point.
Janet Finch-Saunders, Member of the Welsh Parliament for Aberconwy, has commented on the consultation saying:
“I am absolutely shocked to see this draconian proposal to exclude dogs from the entire length of the new multimillion pound beach in Colwyn Bay and Rhos-on Sea come forward from C.C.B.C.
“This has apparently been requested, not by the community, but by the Council’s own Environment, Roads and Facilities Department.
“This amounts to a huge erosion of the current rights of residents to be able to enjoy their local amenities, which, following on the heels of the lack of paddling pool provision this summer, and the 9.9% increase in council tax, is just a further example of this council letting down its own residents.
“Now more than ever, when household budgets are being squeezed, residents need a local authority who can provide them with amenity value for their taxes, not one that seeks to deprive them of existing facilities.
“Colwyn Bay beach is a much valued location for my residents to walk their dogs, particularly in light of the lack of safe access to North Shore Llandudno due to the previous coastal defence work involving the dumping of quarry rocks there.
“This proposal is also very much at odds with Conwy’s stated intention when commencing the coastal defence work at Colwyn Bay to combine coastal defences with ongoing regeneration within the town and to draw new visitors to the area.
“Of course I understand the fundamental concern to ensure that dog owners clean up after their pets. I am a dog owner myself. But what we have here is such a draconian and excessive proposal, where typically the majority are being penalised for the actions of a few. If it is considered to be such a problem, perhaps the answer is an investment in enforcement officers to punish the actual offenders.
“I have written today to Mr Peter Brown, Head of Housing and Regulatory services at C.C.B.C. to ask him to remove this ill-judged proposal from the consultation.
“In the meantime, I would encourage residents to make their views known by completing the online consultation which is now live on www.conwy.gov.uk”
