Janet Finch-Saunders, Member of the Welsh Parliament for Aberconwy, has spoken out in the Welsh Parliament about the fact that the provision of support for young people with additional learning needs (ALN) in Aberconwy is being undermined by access to finance.
The Welsh Government has previously assured the Welsh Parliament’s Education Committee that the new ALN system would be driven by the particular profile of needs of the individual learners, rather than the levels of resource available.
Commenting after challenging Jeremy Miles MS, Minister for Education, Janet said:
“Numerous schools I have visited in Aberconwy are highlighting that they are unable to afford full support for ALN students.
“Across the constituency school teams are doing what they can to support their pupils, but it is the case that lack of access to finance to fund ALN support is putting schools in horrendous situations.
“We have a process of identifying individuals requiring ALN support. We have schools eager to provide that support. We have a Welsh Government which is not providing the resource required to fund that support.
“For every £1 spent on education in England, Wales receives £1.20. Despite this, the Welsh Government has been found to be spending just £1.05!
“Ultimately, it is the pupils, parents, and schools that are being let down”.

Mae Janet Finch-Saunders, Aelod o’r Senedd dros Aberconwy, wedi siarad yn Senedd Cymru am y ffaith bod darparu cymorth i bobl ifanc ag anghenion dysgu ychwanegol (ADY) yn Aberconwy yn cael ei danseilio gan fynediad at gyllid.

Wrth wneud sylwadau ar ôl herio Jeremy Miles AS, Gweinidog y Gymraeg ac Addysg, dywedodd Janet:
"Mae nifer o ysgolion yr wyf wedi ymweld â nhw yn Aberconwy yn tynnu fy sylw at y ffaith nad ydyn nhw’n gallu fforddio cefnogaeth lawn i fyfyrwyr ADY.
"Ar draws yr etholaeth mae timau ysgolion yn gwneud popeth o fewn eu gallu i gefnogi eu disgyblion, ond mae'n wir fod diffyg mynediad at gyllid i ariannu cymorth ADY yn rhoi ysgolion mewn sefyllfaoedd erchyll.
"Mae gennym broses o adnabod unigolion sydd angen cymorth ADY. Mae gennym ysgolion sy'n awyddus i ddarparu'r cymorth hwnnw. Mae gennym Lywodraeth i Gymru nad yw'n darparu'r adnoddau sydd eu hangen i ariannu'r cymorth hwnnw.
"Am bob £1 sy'n cael ei gwario ar addysg yn Lloegr, mae Cymru'n derbyn £1.20. Er gwaethaf hyn, canfuwyd mai dim ond £1.05 y mae Llywodraeth Cymru yn ei wario!
"Yn y pen draw, mae hyn yn cael effaith andwyol ar ddisgyblion, rhieni ac ysgolion".
